Our Team

Robert S. Martin, P.E., P.S.

Bob is Owner, President, and Principal Engineer of P&A Engineers.  He is responsible for planning and directing the functional activities of the company including marketing, accounting, technical project oversight, quality assurance, and general administration.  Prior to joining P&A Engineers as a founding partner in 1991, Bob worked in industry as a Plant Engineer, a Project Engineer, a Project Manager, and as Manager of Technical Services at one of the leading coal companies in southern West Virginia.  His operations and problem solving experience provides Bob with a practical perspective that is unique in the Engineering and Environmental Consulting Arena.

Clive Hughes

Clive Hughes is Vice President and Business Manager of P&A Engineers and Consultants.  He has a Bachelor of Science in Business Management from Polytechnic of Wales, Pontypridd, Great Britain.  Clive is responsible for all administrative duties of the company and also ensures compliance with all relevant laws and regulations.  Prior to coming to P&A, Clive was Mine Manager of a large surface mine in southern West Virginia.  This experience, combined with his understanding of administrative matters and regulations, provides him with a unique insight that has frequently proven valuable in assisting our clients with ownership and control (O&C) challenges, as well as administrative regulatory compliance. 

Charles A. Meadows, P.E.

Engineering Office/Project Manager.  Chuck has been part of the P&A team since 1993.  Prior to that, Chuck held engineering and management positions in the construction and manufacturing industries.  He also served as an active duty Officer in the U.S. Army (Engineer Branch).  Chuck’s expertise and experience also includes serving as a Technical Consultant and Expert Witness for civil legal cases, particularly ones concerning hydrology and forensic hydrology (flood cause and effect analysis).

 

Jim P. Smiley, P.E., P.S.

Engineering Project Manager.  Jim has been part of the P&A team for over seven years.  Including his time at P&A, Jim has nearly thirty years in Engineering, Engineering Project Management, Corporate Management, and planning.  He has managed Civil Engineering projects in many diverse activities, including highway design, transportation studies, highway capacity analysis, bridge inspections, pavement design, airport runway rehabilitation, airport AWOS system, runway lighting, storm sewer design, and land development.  Jim’s particular experience in Geotechnical Engineering, Construction Quality Control, and Surveying fit into the P&A model of providing Engineering Services with a hands-on, practical, and solution-oriented approach. 

Christopher F. Martin, E.I.T.

Engineering Project Manager / Office and Field Technician.  Chris works on numerous technical aspects of civil engineering and construction projects.  He is experienced in a wide range of regulatory permitting and compliance topics, including air quality permitting, air quality monitoring, groundwater protection and monitoring, storm runoff prediction, runoff conveyance design, flood analysis and prevention, earthwork design and volumetric computations, slope stability analysis, environmental site assessment, etc.  He is also experienced in physical site surveying, commercial building design and permitting.

Scotty Ison

Project Manager/Office Manager.  Scotty manages the day-to-day operation of our Alum Creek office.  He has over thirty-five years relevant experience, including fifteen years working in industry and over twenty years with P&A. Scotty has extensive experience in working with governmental and regulatory agencies.  Scotty has seen the evolution of many of the rules and regulations that affect our practice today.  This gives him insight into both the intent and interpretation of many aspects of our current regulatory environment.

 

Brett Jenks

Brett is one of our experienced Project Managers.  He has a Bachelor of Science degree from Morehead State University.  Brett is also an experienced surveyor and field technician.  This hands-on experience provides Brett with a very practical sense of what can be done in the field and a pragmatic approach to solving complex problems.

 

 

Marty E. Waddell

Marty brings an unparalleled depth and breadth of experience to the P&A team.  He has over 35 years engineering and technical experience in both operational and consulting roles.  His specialties include Mineral Reserve Studies; Site Survey, Design, and Layout; as well Environmental Surface, Water, and Air Permitting.

 

 

Eric B. Ward

Eric’s title is Biologist/Project Manager, but that really doesn’t quite capture it.  Yes, he does do the work of an experienced biologist, and he does manage projects, but he also acts as our principal liaison with the U.S. Army Corps of Engineers with respect to Clean Water Act 404 permitting.  He performs the same function with the respective state agencies in deference to Section 401 Certifications.  Prior to coming to P&A, Eric held significant project management and quality control positions in the construction and consulting industries.  This has provided Eric with a broad and diverse understanding of many industries and processes.

Samuel G. (Jeff) Smith

Project Manager. Jeff has been with the P&A family for four years. He has over three years of experience in the blasting field and is licensed to conduct pre-blast surveys in the state of West Virginia.  Jeff talents land him a wide variety of roles with P&A, including environmental permitting and many types of field investigation/work.

 

 

Chris Slone, P.S.

Chris has an extensive background in management, surveying, GPS surveying, and mapping.  His expertise also includes boundary surveys, ALTA, utility surveys, oil and gas well surveys, and construction surveying.  He has taught surveying and mapping at the collegiate level.  He is accomplished in manual and digital mapping, including AutoCAD, MicroStation, Terramodel and GIS.

 

Deborah Ann Queen

Administrative Manager / Accounting.  Debbie’s duties include keeping this place running.  Prior to coming to P&A in 1994, her administrative and management experience included time in the hospital and health care industries.  This background provides valuable insight into her current activities here at P&A which include, but in no way are limited to, accounts payable, collections, health insurance plan coordinator, maintaining the 401k and other benefit plans, assisting the engineering and technical staff as needed, etc.
